   ### Minimal reproduce step
   
   1. Two writers concurrently attempt to commit the same snapshot ID.
   2. Both observe that the target snapshot does not exist.
   3. One writer creates the snapshot first.
   4. The other AtomicStore reports an error because the target exists.
   
   `RenamingSnapshotCommit` propagates the error, so the existing conflict 
retry loop is not entered.
   
   ### What doesn't meet your expectations?
   
   `RenamingSnapshotCommit` should inspect the target after `AtomicStore` fails:
   
   - Return false when another snapshot occupies the target, allowing the 
existing retry loop to rebase.
   - Return success when the target contains the same snapshot, covering a 
successful write with a lost or incorrect response.
   - Preserve the error when the target does not exist.
