Closing. #7441 stopped deleting manifests when a snapshot commit returns false on purpose: false does not prove the snapshot is absent (a retried REST commit can report false after the first attempt went through), and deleting then leaves the latest snapshot unreadable. This PR brings that deletion back in rollbackToAsLatest and compactManifestOnce. The part that is safe, cleaning up before a veto, only saves a few orphan files, and remove_orphan_files already collects those. -- This is an automated message from the Apache Git Service.
