#10270 now fixes the first two items: a cascade `dropDatabase` deletes the directories of the tables the catalog registered (and the database directory once it is empty), and `alterDatabase` on a missing database throws instead of creating it. I dropped the `createTable` item from that PR. `insertTable` throws on a duplicate key from a concurrent creator and on a network error after the row was committed, so deleting the directory there removes a table that is registered.
