Requirement fit: **UNSUPPORTED for this standalone update**; closing after review of `720e4311`. I traced Paimon's direct usage (`FuturesAsyncWriteCompatExt`, `SyncIoBridge`, and `StreamReader`) and checked the [upstream 0.7.19 changelog](https://github.com/tokio-rs/tokio/blob/tokio-util-0.7.19/tokio-util/CHANGELOG.md). The release adds APIs and fixes codec/task/DelayQueue behavior, but this PR provides no affected Paimon end-to-end scenario, security requirement, or required compatibility change. The lockfile also changes several unrelated Windows dependency resolutions. Please bring a focused update if an affected workload or a dependency requirement is established. Validation: 114 I/O tests and the full core library suite passed (3555 passed, 6 existing ignored). `python3 scripts/dependencies.py verify` fails because the checked-in dependency reports still contain tokio-util 0.7.18 and the old Windows dependency graph; this matches the failing head CI `check` job.
