@JingsongLi CI is green now. The earlier Spark 3 failure was the flaky "frozen used mark" test. Since your review the fallback calls `tagManager.tags(periodHandler::isAutoTag)`, the same call tag expiration uses, so the behavior is what you reviewed. I also renamed the manual tag in the test to `2023-07-18-backup`, which sorts before the request, so the test fails if a manual tag is ever picked.
