### Purpose `RESTUtil.encode_string` used `quote`. A `/` in a database or table name stayed raw and split the path, and a space became `%20`. Java's `URLEncoder` gives `%2F` and `+`. `encode_string` now follows `URLEncoder`, the same encoding the prefix has used since #10322. `~` stays raw because `requests` un-escapes `%7E` before sending. `decode_string` now follows `URLDecoder`. Also fixed: - `table_details` did not encode the database name. - The `warehouse` config parameter was encoded twice. Java fixed this in #8792. ### Tests - Ported `ResourcePathsTest#testUrlEncode` and `RESTApiWarehouseEncodingTest`. - Added a database and table name case. Its expected paths come from Java's `ResourcePaths`. - The tag, branch and partition path tests now expect a space to encode as `+`, as in Java. -- This is an automated message from the Apache Git Service.
