### Purpose `CALL sys.create_tag` rejects `time_retained` and always creates tags without retention, although the core API already supports it. ### Brief change log Accept the optional parameter and forward it to `TagManager::create_with_retention`, preserving existing snapshot selection and omitted-parameter behavior. ### Tests - 39 procedure tests and 3 `$tags` tests passed. - Rust 1.98.0 formatting and full workspace Clippy passed. - Coverage includes persisted metadata, `$tags` output, invalid durations, duplicate tags, and unknown arguments. ### API and Format Adds an optional SQL parameter and reuses the existing tag metadata format.
