Addressed the [P1] (restrict the expired-checkpoint fallback to the dedicated compaction recovery contract) on head `047e20ed2`: - The fallback to the starting scanner is now scoped to the dedicated compaction source: only `stream-scan-mode = compact-bucket-table` (which builds a `ContinuousCompactorStartingScanner`) resets the checkpoint. For every other consumer the restored `nextSnapshotId` is kept exactly as before, so a latest-mode consumer whose later snapshots are still retained no longer silently skips them. - Added `DataTableStreamScanRestoreTest`: commits 5 snapshots, expires all but the last two, then asserts that an ordinary consumer keeps the stalled checkpoint (`checkpoint() == 2`) while the dedicated compaction scan still falls back (`checkpoint() == null`). It exercises exactly the expired-checkpoint-plus-retained-snapshots case you described and fails without the fix. Test passes locally. - The long-lived-changelog branch is unchanged.
