### Purpose #10495 added `paimon-python/pypaimon/tests/resources/btree/README.md` without the Apache license header. `paimon-python/dev/check-licensing.sh` reports it, so the `Licensing / Artifact licensing` job fails on master (for example run [38258135838](https://github.com/apache/paimon/actions/runs/38258135838) on b24751731) and on every pull request, since pull request CI checks the merge with master. This adds the same HTML comment header that the other READMEs under `paimon-python` use. #10521 carries the identical hunk as a side change; this pull request only unblocks CI sooner, and the two merge cleanly in either order. ### Tests `paimon-python/dev/check-licensing.sh` fails on upstream master with "Could not find Apache license headers" for this README and prints "RAT checks passed." with this change. -- This is an automated message from the Apache Git Service.
