Review Comment:
   Agreed, fixed in 5e0f15702. `tokenValidFor` now honors the retry interval as
well: within 10 seconds of a failed reload, whether `token()` or an earlier
forced load made it, it fails with that error as the cause instead of sending
another request. A failed forced load now starts the interval too. A forced
load after a successful but short-lived reload is unchanged
(`testReloadsATokenWithLessThanTheRequiredTimeLeft`).

   With your scenario (two-minute token, clock +61 s, one-minute URL, failing
catalog):
   - `RESTTokenFileIOTest#testPresigningDoesNotRepeatAFailedReload`: two
immediate presigns make one failed request in total after the initial load, and
neither signs;
   - `RESTTokenRefresherTest#testFailedReloadIsNotRepeatedForALongerValidity`:
the next request is sent only after the retry interval;
   - `RESTTokenRefresherTest#testFailedForcedReloadIsRetriedAfterTheInterval`:
a failed forced load on a token that is not due yet blocks the next forced load
for the interval, while `token()` keeps returning the current token.

   All three fail on the previous code.
