### Purpose Linked issue: close #1219 Fix MERGE statements skipping subsequent clauses when an earlier clause predicate evaluates to NULL. ### Brief change log - Use `IS NOT TRUE` instead of `NOT` when excluding rows consumed by earlier matched or unmatched clauses. - Add regression coverage for UPDATE/DELETE fallbacks and INSERT fallbacks on ordinary and Data Evolution tables. ### Tests - Confirmed both new regression tests fail before the fix. - All MERGE module tests pass ### API and Format No. ### Documentation No. -- This is an automated message from the Apache Git Service.
