### Purpose
Deleting a tag whose snapshot has expired currently also cleans up
underlying data and manifest files, which can cause unintended deletion. Make
single and bulk tag deletion remove only the tag metadata file, preserving the
existing APIs and callbacks. Leave unused manifest, index, data, and reassign
plan files to orphan file cleanup, subject to its reference checks and age
cutoff.
Update the documentation and regression tests for the deferred cleanup
behavior.
### Tests
104 tests passed with standard checks enabled (without `fast-build`),
covering single and bulk tag deletion, orphan file cleanup, index and reassign
plan retention, snapshot/tag expiration, and Iceberg callbacks.
