### Purpose Closes #1240. Execute the Python binding crate's Rust unit tests in CI. The existing Python test target only runs pytest, leaving the native binding tests unexecuted. ### Brief change log - Add `make test-rust` and invoke it after Python integration tests in CI. - Select the uv interpreter and supply its base standard library and venv packages to embedded Python. - Fix the existing upsert test's Python namespace so its list comprehension resolves the imported `pyarrow` module. ### Tests - `make test-rust` with Rust 1.98.0: 144 passed. - Workspace Clippy, all targets with Vortex, denying warnings: passed. - `cargo +1.98.0 fmt --all -- --check`: passed. Local validation ran on macOS with uv-managed Python 3.10.
