### Purpose Related to #910. The C write API returns process-local commit-message handles, preventing workers from transferring prepared messages to an independent coordinator. ### Brief change log - Add byte export/import and serializer version queries using the existing Java v14 codec. - Bind imported messages to the target committer's context and reuse C buffer ownership. - Keep postpone-specific APIs, Format Table and compaction transport out of scope. ### Tests - All 93 C binding tests pass, including separate worker/coordinator processes. - Cover Java fixtures, malformed input, context checks and resource lifetimes. - CI-pinned formatting, workspace Clippy, dependency and license checks pass. ### API and Format Additive C APIs; existing Java v14 bodies and storage formats remain unchanged. ### Documentation Document cross-process transport, context binding and ownership in the C integration guide. -- This is an automated message from the Apache Git Service.
