Thanks for the report. I closed it to rework one gap found in review: a write that only reaches buckets with no files yet, for example bucket 3 after changing from 2 to 4 buckets, still went through and could produce duplicate keys. The PR now checks every file of the partition, so such writes also fail and ask for INSERT OVERWRITE first.
