SQLContext at main a939bf70 has the following gap:
The CALL dispatcher accepts literals but rejects CAST and other constant
scalar expressions before invoking otherwise supported procedures.
Reproduction (with the referenced catalog/table registered when needed):
```sql
CALL sys.create_tag(
table => concat('default.', 'events'),
tag => concat('v', '1'),
snapshot_id => CAST(1 + 0 AS BIGINT)
);
```
Expected behavior: support these SQL forms with explicit type, NULL and
error semantics, meaningful regression tests, and existing catalog
authorization/error propagation.
