### Purpose Closes #1286. The CALL dispatcher accepts literals but rejects CAST and other constant scalar expressions before invoking otherwise supported procedures. ### Brief change log - Fold immutable scalar constant expressions with DataFusion's native coercion and simplifier. - Require non-NULL string/integer/boolean results, rejecting columns, subqueries, volatile functions, aggregates and windows. - Finish argument evaluation and validation before metadata changes while preserving name, duplicate and procedure validation. ### Tests - Regression coverage: Typed casts/arithmetic/string expressions, CASE/LIKE/boolean predicates, repeated branch creation, volatile/subquery/column/NULL/collection rejection, evaluation errors, unknown arguments and unchanged metadata on failure. - Reproduced the missing behavior on the original main before implementation. - Passed the complete DataFusion suite with `TZ=UTC RUST_MIN_STACK=16777216 CARGO_BUILD_JOBS=3 cargo test --locked -p paimon-datafusion --all-targets -- --test-threads=4`. - Passed Rust 1.98 Clippy for this crate and all its targets with `--no-deps -- -D warnings`, formatting and diff checks. ### API and Format Adds SQLContext SQL capabilities.
