URL: https://github.com/apache/paimon/pull/10951

   ### Purpose

   `ReadBuilder.with_filter` and `StreamReadBuilder.with_filter` currently only
accept `Predicate`
   objects built through `PredicateBuilder`:

   ```python
   read_builder = table.new_read_builder()
   predicate = read_builder.new_predicate_builder().greater_than('age', 18)
   read_builder.with_filter(predicate)
   ```

   This lets them accept a SQL WHERE string directly, parsed by the existing
   `pypaimon.common.where_parser.parse_where_clause` — the same API behind the
CLI's `--where`:

   ```python
   read_builder = table.new_read_builder().with_filter("age > 18")
   ```

   A simple filter becomes a one-liner, and the Python read API is no longer
less capable than the
   CLI. Supported syntax: `=, !=, <>, <, <=, >, >=, IS [NOT] NULL, [NOT] IN,
[NOT] BETWEEN, LIKE`,
   combined with `AND`/`OR` and parentheses. Passing a `Predicate` object is
unchanged.
