I cannot help but agree that this is an area that's ripe for standardization, but unfortunately I don't think that such a thing is possible at a strictly technical level. My own experience at Microsoft is that privacy classifications are redefined or reinterpreted on a regular basis, and representing a notion of "personal" without at least anchoring it to a specific time and place is probably not helpful -- especially when a compliance failure could result in a multimillion dollar fine.
