[~vincentpoon] - so will you reopen this work item and fix the failing tests as
part of this patch, or in separate JIRAs such as PHOENIX-4992?
Perhaps with local indexes it's the creation of the "shadow" column family
that's triggering the region close (and I assume reopening?)
