I filed PHOENIX-5017 to fix the test failure and will commit a patch shortly.
I was able to run sqlline on a single node local cluster using the
4.x-HBase-1.3 branch. In your setup are you using the same version for the
client and server? I am not sure why it can't find the TaskRegionObserver
coprocessor.
