Note the partial index rebuilder in MetadataRegionObserver doesn't have this 
problem because it replays the data table mutations, which then goes through 
normal index maintenance such that the index row TS matches.
Perhaps we should unify everything by always just rebuilding by replaying data 
table writes.
Right now there are three different ways to do index builds - partial 
rebuilder, IndexTool, synchronous builds (UpsertSelect).  They should ideally 
all use the same code.  But then again all of indexing could use a refactor.
