[~yanxinyi] Thanks for the contribution! Committed to master and 4.x-HBase-1.4
branches. According to [~karanmehta93]'s comment on PHOENIX-4009 where he is
referring to the UpdateStatisticsTool,
"The patch requires hbase-metrics and hbase-metrics-api modules which are not
present in HBase versions < 1.4, hence the patch cannot be ported."
So, not porting to other branches.
