I don't have much context on pherf tooling but I removed this

and PHOENIX-5418 appeared to be fixed. [~ckulkarni] [~tdsilva] Could you
please confirm if this is the right fix and/or commit the correct fix sooner
than later? It's blocking the 4.14.3 release.
