I don't know whether that is related or not, but since this commit every single
4.x-HBase-1.3 jenkins run has failed. They all fail with instantiating the
HMaster (the error message is "Shutting Down").
Please have a look. It might have been a later change - but as it is when test
failures are left unfixed one cannot tell if a later change broke anything.
