For reference I have an hbase 2.2.1 branch on
[https://github.com/stoty/phoenix/tree/master-hbase-2.2.1] that passes all ITs
with only PermissionsCacheIT and UpgradeIT flaky. Should I submit a PR ?
It is based on [[email protected]] 's downstream work.
