[~larsh] [~tdsilva] I think I have a fix, but wanted to confirm 1 thing. In 
4.15.0 server, we use the SYSTEM.TASK table to [drop child 
views|https://github.com/apache/phoenix/blob/4.x-HBase-1.3/phoenix-core/src/main/java/org/apache/phoenix/coprocessor/MetaDataEndpointImpl.java#L2313]
 (eventually). 

With the scenario above, the task table would not be present. I guess prior to 
[PHOENIX-4764|https://issues.apache.org/jira/browse/PHOENIX-4764], we were just 
keeping the child views around and during resolution of the view, if the parent 
base table is dropped, throw a {{TableNotFoundException}} and do the cleanup of 
child view metadata only if we try to recreate a table that was previously 
dropped. Can we fallback to this logic for the case of older clients?
