Thinking about this some more, for old clients we should look up the parent
table metadata and send back the PTable including all the columns (child and
parent). The 4.14 and older client will not send over the PTable of the parent.
Maybe we can just document this and tell users to upgrade all clients to 4.15
before allowing SYSTEM.CATALOG to split.
