[~swaroopa] Looks like the build abort was because of a timeout (300 min for 
overall build). I noticed earlier today while trying to backport PHOENIX-5645 
to 4.14 that ParameterizedIndexUpgradeIT is now taking an excessively long time 
because of the wait times (not sure how long, since I lost patience and 
canceled my local run). Might want to take a look at that to see if that's the 
root cause. 

If the tests are actually trying to wait the 10 minutes for each upgrade or 
downgrade case, I'd suggest making the wait time injectable so that during 
tests it can be something much shorter, like on the order of a few seconds.
