refCount metric is available in HBase 2.3.0+, 1.5.0+. However, Phoenix trunk is
using HBase 2.0.1 and hence refCount as metric is not available so tests as
part of this Jira can go to 4.x/4.15 branches only.
However, there is a separate discussion going on regarding removal of refCount,
so may be good to wait for a while before we write Phoenix tests around
refCounts hardening.
