The build system mirrors exactly what we did for master.
I've added two patches and two PRs.
The HBase1.4 patch adds the build infrastructure, and works with the 1.4 and
1.5 branches.
The HBase1.3 patch includes the 1.4 patch (as a separate commit) , and adds
support for HBase 1.3.
I've split the patch to enable easier reviewing, and to facilitate reverting
the more extensive HBase 1.3 related changes if/when we drop HBase 1.3 support.
This is technically against the 4.x-HBase-1.5 branch, as that's what I used as
a starting point, but it should be committed in a new branch (probably *4.x*)
as this obsoletes the current *4.x-Hbase-1.y* branches.
