[~sandeep.guggilam] nit: Shouldn't we do this after step 9 "Set version to the
upcoming SNAPSHOT and commit: "? Also, can you change the wording a little bit
to say that we should create a Jira for doing this and then commit, something
like:
"Create a Jira to update PHOENIX_MAJOR_VERSION, PHOENIX_MINOR_VERSION and
PHOENIX_PATCH_NUMBER in MetaDataProtocol.java appropriately to <next version>",
followed by your explanation. This Jira should be committed/marked with
fixVersion of the next release candidate.
