[~ckulkarni] - I believe "connection-less" connections use the
ConnectionlessQueryServicesImpl, which doesn't participate in connection
throttling. (Compare CQSI.addConnection vs
ConnectionlessQueryServicesImpl.addConnection) Good to close it anyway, of
course.
In general, the throttling is done within the CQSI so it's per-CQSI.
