https://issues.apache.org/jira/browse/PHOENIX-4579 Jira creates a client config 
"DoNoUpgrade" which skips SYSCAT upgrade if client has set this to true. 
However, it still performs multiple checks for client-server compatibility and 
throws upgradeRequired exception in conditions mentioned in description. Can we 
introduce a new config in case if client wants to skip these checks or we 
should skip upgrade requirement checks as part of "DoNotUpgrade" config ? WDYT
