In PHOENIX-5825 I have moved PhoenixCanaryTool to the PQS repo.
However, upon closer reading of the original PHOENIX-4832 ticket, it appears
that this was meant to be usable with the thick client as well.
Consider moving it back.
One problem is that it depends on gson and argparse4j, which would bloat the
dependencies of Phoenix, so ideally it should be refactored to work with the
existing Phoenix dependencies before moving back.
