Better test, just presplit the table. Shows that concurrent splits are not 
necessary to cause this, just multiple regions (and thus multiple writers). The 
test will either hang (causing the exception above in the RS) or fail pretty 
quickly and a different count.

I'm going to stop looking into this for now.
