Happy to update both branches. It seems precommit does not work right now (and 
least for master) and I do not have enough time to track that down. So it's 
flying slightly blindly right now.

And yeah, Phoenix master builds, tests, and runs fine with Java 11 - with this 
change. Yeah :)
