Definitely, in fact, I have the same question. Let me see if I can find some 
Jira around this or get to know some historical reason behind not allowing 
splitting of small tables (specifically after HBase 2.0+, I think for HBase 
1.x, it could be working, but this is something I was testing sometime back so 
not very sure).

Would you like to raise this question on dev mailing list btw? That way also, 
we will get some idea. In the meanwhile let me try searching historical Jiras.
