I played around with this, and phoenix4-spark tests fail with ubuntu-latest.
The same test passes with 20.04.
The phoenix4-spark test fails on 22.04 system as well.
Since we're removing Phoenix4 support anyway, there is no point spending time
debugging that.
For now, just go to 20.04, we can go to 22.04 once the Phoenix 4 stuff has been
removed.
