Create index on SYSTEM.CATALOG fails with the following exception.
Note the SYSTEM.CATALOG exists and EXECUTE UPGRADE has already been called.
I think some checks for index table creation is failing.

SYSTEM.CATALOG(TENANT_ID, TABLE_SCHEM, TABLE_NAME, TABLE_TYPE, VIEW_TYPE) WHERE
