As I said, those Categries are mainly for perfomance optimizations.
@NeedsOwnCluster tests are SLOW.
Moving tests that do not absolutely require it to @NeedsOwnCluster that is a
VERY BAD IDEA.
Adding a new Category for tests that are expected to successfully run on a real
cluster is fine.
