Once HBase starts publishing Docker images, use those as a base.

- I was just syncing my view on 
https://issues.apache.org/jira/browse/PHOENIX-6919 which I hadn't noticed was 
closed before.
- Is there an issue on the Hbase side indicating that they will publish the 
docker image somewhere? I don't seem to see any related issues on the hbase 
side.
