    Description: The {{plc4j-osgi}} module is used by most of plc4j drivers and 
transports when it comes to deployment under OSGi. Currently the framework 
version is driven by dependencies pushed through -spam- dependency bot which is 
not what we wish. The plc4j-osgi uses fairly basic parts of OSGi framework thus 
it should be set to be compatible with earlier OSGi releases and not only
