For now I've found that duplicating code between `FeatureConfiguration` and `QuarkusBehaviorChangeConfiguration` allows Quarkus to parse the configs correctly, though ideally `QuarkusBehaviorChangeConfiguration` should just extend `FeatureConfiguration`.
