-1 (changing my vote).
I built this PR and I see `application.properties` in server jars:
```
$ jar tvf
quarkus/server/build/libs/polaris-quarkus-server-1.0.0-incubating-SNAPSHOT.jar
|grep prop
1316 Thu Mar 20 09:23:50 EDT 2025 application.properties
```
This is certainly going to complicate reuse of service classes in downstream
projects.
