change https://github.com/apache/polaris/pull/1203 assumes there will be Scala class there, like [ScalaStuff.scala](https://github.com/apache/polaris/pull/1203/files#diff-1417b70f4031dfa3deca52bf316e1ad0db320eab75b02af9cabde27a97179b0bR1), therefore it requires the scala build. However, there is no strict requirement that we need to develop the spark plugin using Scala code.
