Using a `custom()` spotless formatter check effectively disables caching, see `com.diffplug.gradle.spotless.FormatExtension#custom(java.lang.String, com.diffplug.spotless.FormatterFunc)` using `globalState`, which is a `NeverUpToDateBetweenRuns`.
