This change populates the `idempotency-key-lifetime` field of the `GET /v1/config` response so clients can detect support and learn the reuse window. When `polaris.idempotency.enabled=true`, `CatalogConfigHandler` sets the field to `polaris.idempotency.ttl` (e.g. `PT5M`).
