It looks like the dependency on packaging was added in the recent update to google-auth. I would have expected google-auth to add it as a dependency so it would get installed automatically. Note that this omission is not detected by any of the tests, because packaging is installed by pytest as part of test/requirements.txt: Collecting packaging (from pytest->-r test/requirements.txt (line 3)) -- This is an automated message from the Apache Git Service.
