An unauthorised private mail should be treated like a non-existent mail
There are various places where the code distinguishes between a mail that
cannot be found and a mail that is found but is private and inaccessible.
It would be better to treat inaccessible private mails the same as missing
public mails.
This will also simplify the code, as there are fewer conditions to check.
